What can the Embassy do for an Italian citizen in Ukraine?
- Lost or stolen passport: issues an emergency travel document (ETD) to return to Italy, after a report to the Ukrainian police.
- Arrest or detention: visits the citizen, informs relatives, provides a list of local lawyers. It does not intervene in the proceedings.
- Hospitalisation: contacts relatives and the hospital, helps with language and documents. It does not cover costs: that is the insurer's job.
- Death: assists relatives with repatriation of remains. Costs are borne by the family or the policy (the Complete package includes them).
- General emergency: through the Crisis Unit it sends alerts to those registered on «Dove siamo nel mondo» and, in extreme cases, organises evacuations.
What does the Embassy not do?
- It does not pay for medical care, hospital stays, medicines or medical evacuations.
- It does not advance money, except in exceptional cases with mandatory repayment.
- It does not book accommodation or transport and is not a travel agency.
- It cannot get dual Italian-Ukrainian citizens out of the country if they fall under martial-law restrictions.
- It does not issue health policies or certify foreign ones.
Why are the policy and the Embassy not substitutes?
They have different jobs. The EUROINS Complete policy covers up to €30,000 of treatment, hospitalisation, evacuation and repatriation, and its assistance centre organises help 24 hours a day: that is what you need at three in the morning with a broken leg in Lviv. The Embassy steps in for documents, legal matters and contact with the family. That is why the Farnesina, while advising against travel, recommends adequate health coverage for those who go anyway.
How do you register the trip on «Dove siamo nel mondo»?
- Go to dovesiamonelmondo.it and create a profile with name, date of birth and contacts.
- Enter the trip: country, city, arrival and departure dates, contact address in Ukraine.
- Update the trip if dates or cities change. It takes two minutes and, in an emergency, the Crisis Unit knows where you are.
Are there Italian consulates outside Kyiv?
The consular network in Ukraine has changed since 2022: consular assistance is provided by the Embassy in Kyiv. Check ambkiev.esteri.it for honorary consuls in Lviv, Odesa or Kharkiv and their remit, which is normally limited to first contact and guidance.
