01 — Why you need it
Does my travel insurance also work in Ukraine?
In most cases no, and it is better to know before you leave. Standard travel policies almost always include a conflict-zone exclusion clause, and Ukraine is on the Italian Foreign Ministry's list of countries where travel is advised against. At the border, moreover, you are asked for a policy that explicitly covers Ukrainian territory for the whole stay. That is why a dedicated policy exists: the same one citizens of every country use to enter Ukraine.

What does the Ukrainian border guard check?
1That the policy covers Ukraine. The country name must appear in the document: a «Europe» or «Worldwide» policy with a conflict-zone exclusion is not enough.
2That the dates cover the whole stay. The policy end date must be the same as or later than the planned exit date.
3That it is issued by a company authorised in Ukraine. The policy number is checked in the insurer's register: EUROINS is listed in the register of Ukrainian insurers.
Practical tip: if you already have travel insurance, look for «territorial exclusions» and «war risk» in the terms. If Ukraine is not explicitly covered, the policy is not accepted at the border. Legal basis: Resolution of the Cabinet of Ministers of Ukraine No. 57 and Art. 7 of the Border Control Law.
02 — What it covers
What does the policy cover in Ukraine?
Emergency medical expenses, hospitalisation, ambulance, urgent dental care and medical evacuation, up to €30,000 with the Complete package. Complete also includes injuries from acts of war, radiation exposure and repatriation of remains. Treatment is arranged by the insurer's assistance centre, open 24 hours a day in Ukraine.

03 — Who travels
Who travels from Italy to Ukraine today?
Volunteers with NGOs, entrepreneurs with Ukrainian partners, journalists, Italian-Ukrainian families, engineers and reconstruction professionals. Needs differ, the rule at the border is the same for everyone: a valid policy for the whole stay. Here is what suits each.
Volunteers and NGOs
Missions from 2 weeks to 6 months, often near the front line. You need the Complete package with war risk: organisations ask for it before departure. Up to 180 days in a single policy.
Business and trade fairs
Short trips of 3–7 days to Kyiv, Lviv or Odesa, often decided at the last minute. The policy is issued in 15 minutes even from Rzeszów airport or the train to Przemyśl, before border control.
Journalists and media
Reporters and correspondents: war risk is the guarantee that matters. The Complete package covers injuries from acts of war and medical evacuation.
Italian-Ukrainian families
Spouses and children with Italian passports visiting relatives. Up to 9 people can be added to the form: one policy for the whole family, one payment.
Reconstruction and technicians
Engineers, installers, energy consultants on 1–3 month assignments. Complete is recommended; the policy is renewed online for the next stay.
Dual citizens
Whoever enters with an Italian passport is a foreigner for the Ukrainian border guard: the policy is required even if you also hold Ukrainian citizenship.

Italian citizens enter Ukraine visa-free for up to 90 days in any 180, with a passport only. ID cards are not accepted.

Italian operators charge pay-as-you-go roaming in Ukraine, and it is expensive. At the border and in every station you can buy a Kyivstar, Vodafone or lifecell SIM with a tourist bundle for a few euros: bring your passport.
Air-raid alert app
Install «Повітряна тривога» (Air Raid Alert) and enable notifications for the region you are in. You hear the sirens, but the app tells you when the alert is over.

Yes. Resolution No. 57 of the Cabinet of Ministers of Ukraine and Art. 7 of the Border Control Law require every foreign citizen to hold a health policy valid on Ukrainian territory for the whole stay. Without a policy the border guard may refuse entry.
