Yes. Resolution No. 57 of the Cabinet of Ministers of Ukraine and Art. 7 of the Border Control Law require every foreign citizen to hold a health policy valid on Ukrainian territory for the whole stay. Without a policy the border guard may refuse entry.
In most cases no. Standard travel policies contain an exclusion clause for countries in armed conflict, and Ukraine is on the Italian Foreign Ministry's list of destinations where travel is advised against. Look for «territorial exclusions» and «war risk» in the terms: if Ukraine is not explicitly covered, the policy is not accepted at the border.

The border guard may refuse entry. In practice many travellers buy the policy on their phone while queuing at the crossing: issuing takes about 15 minutes and the PDF arrives by email, so it can be fixed on the spot if there is a connection.
No. Italian citizens enter Ukraine visa-free for stays of up to 90 days in a 180-day period, with a valid passport. ID cards are not accepted. Health insurance remains mandatory.
Yes, in the Complete package. Injuries caused by acts of war are included in the medical coverage up to €30,000, together with medical evacuation and repatriation of remains. The Basic package does not include war risk.
Yes. Up to 9 companions can be added to the form, each with name, passport, date of birth and citizenship. Every person pays the same price; there is one payment and everyone receives their own policy in the PDF.
The PDF arrives by email within minutes of payment, usually within 15 minutes of starting the form. At the border just show it on your phone together with your passport; printing is not required but recommended.
If you enter with your Italian passport, you are a foreign citizen for the border guard and the policy is required. If you enter with a Ukrainian passport, the policy is not mandatory, but medical coverage is still useful because the public health system does not cover non-residents.
Yes. The start date can even be today. It is useful for those who entered with a short policy and need to extend their stay: you buy a new policy with the desired start date, up to 180 days.
Like any travel health policy: chronic or pre-existing conditions, non-urgent care and planned procedures, cosmetic treatment, injuries under the influence of alcohol or drugs. It does not cover luggage, cancelled flights or third-party liability. The full terms are in the PDF, in English and Ukrainian.
The insurer is EUROINS, a company licensed in Ukraine. The policy number can be verified in the insurer's register: this is the check the border guard performs. Sales go through the WelcomeUkraine platform, which has issued over 45,000 policies since 2022.
Call the assistance centre number shown in the PDF (open 24 hours a day) or 103 for an ambulance. The centre arranges the consultation, hospitalisation or evacuation and pays the facility directly within the limit, with no upfront payment from you in most cases.
Yes, before the coverage start date: write to info@insuranceforvisitukraine.com with the policy number. After coverage has started no refund is available. Details are in the refund policy.
Visa, Mastercard, Apple Pay and Google Pay through the secure WayForPay page with 3-D Secure. Card details do not pass through this site. The receipt arrives by email together with the policy.
It can inform relatives, contact the hospital and assist with documents and repatriation, but it does not advance or reimburse medical costs. Treatment, hospitalisation and evacuation are covered by the policy: that is why the Farnesina recommends adequate health coverage for anyone leaving for Ukraine.
No. Ukraine is not part of the European Union or the Schengen area: for Italian citizens only the passport is accepted. The ID card, electronic or not, is not valid at Ukrainian border control.
On dovesiamonelmondo.it you enter personal details, dates and places of the trip: it takes two minutes and is free. In an emergency the Farnesina Crisis Unit knows you are in Ukraine and can contact you or arrange assistance. It is recommended for every trip to a country on the advisory list.
The Farnesina's portal advises against travel to Ukraine «for any reason», but it is not a ban: borders are open and Italian citizens enter visa-free. The advisory has practical effects: standard travel policies exclude the country and consular assistance may be limited. That is why the Farnesina recommends that those who go register on «Dove siamo nel mondo» and hold adequate health coverage.
Yes, third-party motor insurance is mandatory: the Italian Green Card is valid only if the UA code is not crossed out, and since 2022 many insurers have excluded it. In that case Ukrainian border third-party insurance is bought at the crossing. It is a different document from the health policy, which remains mandatory for driver and passengers and is bought online before departure.
