An Italian citizen enters Ukraine visa-free for 90 days in any 180 with three things: a valid passport, a health policy covering Ukraine for the whole stay, and a purpose of travel to state verbally. No invitation letters, mandatory vaccinations or tests are needed. ID cards are not accepted.
Do Italian citizens need a visa?
No. Italy falls under the visa-free regime: stays of up to 90 days in a 180-day period for tourism, family visits, business, volunteering and journalism. To stay longer (work, study, extended humanitarian missions) you need a temporary residence permit, applied for in Ukraine through the employer or host organisation. Days count from the entry stamp: keep your stamps to calculate the 90/180 period.
Which documents does the border guard check?
- Passport valid for the whole stay. There is no formal 3- or 6-month remaining validity rule, but a passport close to expiry can raise questions: better to have some margin.
- Health insurance, required by Resolution No. 57 of the Cabinet of Ministers and Art. 7 of the Border Control Law. It must name Ukraine, cover the whole period and come from an authorised company; the number is checked in the insurer's register. Recommended limit: €30,000.
- Means of subsistence: rarely asked of EU citizens, but the law allows the check. A credit card and a hotel booking are enough.
- Purpose of travel, stated verbally. For volunteering a letter from the organisation helps; for work, the contract or the company's invitation.
What must be declared at customs?
- Cash over €10,000 (or equivalent) must be declared in writing, on entry and exit.
- Prescription medicines: carry them in the original packaging with the prescription; some active ingredients (opioids, benzodiazepines) need extra documentation.
- Drones, body armour, night-vision devices and radios are subject to special rules and can be seized without a permit: check with the host organisation first.
- Humanitarian aid in quantity: documents from the recipient in Ukraine are needed for the simplified customs regime.

Thresholds can change: if in doubt, declare. Declaring something extra costs nothing, not declaring means seizure and a fine.
What changes under martial law?
Martial law, in force since 2022, does not prevent foreign citizens from entering, but it brings rules to know: a night curfew (in Kyiv from midnight to 5 a.m., different hours by region), internal checkpoints where your passport is asked for, a ban on photographing military infrastructure, bridges and defence positions, and the obligation to follow air-raid alerts and shelters. Some areas near the front require a military permit for foreign civilians, journalists in particular: accreditation is requested from the Ukrainian General Staff before departure.

Ukraine treats people with two passports as Ukrainian citizens, even if they enter with the Italian one. For men aged 18 to 60 this means the exit restrictions linked to mobilisation may apply: leaving the country is not guaranteed by the Italian passport alone. Before travelling, check your position with the Italian Embassy in Kyiv or a Ukrainian lawyer. The health policy, however, is required of anyone entering with an Italian passport regardless of dual citizenship.
What does the Italian Foreign Ministry advise?
The Viaggiare Sicuri portal advises against travel to Ukraine and recommends that those who go anyway register on «Dove siamo nel mondo», follow the Embassy in Kyiv's channels and hold adequate health coverage, since standard policies exclude the country.
